Fluctuation clauses expected to be activated and contractors are reluctant to tender, says report

Contractors are stepping away from tendering according to the Gleeds UK Market Report for the first quarter that shows contractor behaviour continuing to reflect caution. Gleeds reports that  85% of contractors in their survey claim to have declined at least one tender in Q1.
