Procurement overhaul proposed in Green Paper

Consolidating over 300 ‘complex’ procurement regulations, reducing speculative challenges to contract awards and allowing public bodies to exclude bidders based on previous poor performance are among key changes to procurement rules proposed in a government Green Paper this week.
